Information about contracts, contractors and employees (RF-1199)

The form RF-1199 is used to give information about assignments given to foreign contractors for work in Norway or on the Norwegian Continental Shelf. The form may be submitted electronically using the portal of the Norwegian Tax Administration.

About this form

Information about the contractor and employees working on the assignment must be submitted as soon as possible after the contract has been entered into, and no later than 14 days after the work has commenced. Information is required in the case of contracts worth NOK 20,000 or more.

Information about the contractor must be submitted as soon as possible after the contract has been entered in to, and no later than 14 days after the work has commenced.

Information about employees must be submitted within 14 days of the employee's first working day on the assignment. Information about the last working day must be submitted no later than 14 days after the last working day.

If changes occur after the information has been submitted, corrected information must be submitted no later than 14 days after the change occurred. 

Norwegian and foreign businesses and the public sector, must submit information about both the foreign contractor and any employees used to carry out the assignment.
The contractor is also obliged to submit information about employees used to carry out the assignment.

In order to complete the form in Altinn, you are required to inhabit the role as Reporter/sender. If you wish to be able to both complete and sign/submit the form then you are required to inhabit the role Limited signing rights as well.  To submit assignments from the portal of the Norwgian Tax Administration, write access to the form RF-1199 is required.

Make sure you possess the required access rights well in advance of the reporting due date.

A copy of an ID document that has a photo of the person and contains information about the person's name, date of birth, sex and nationality must also be enclosed.
A copy of the contract can be enclosed. It is enough to enclose the contract's description of the assignment, guarantee/liability conditions and terms of payment.
If the contractor/employer does not have a Norwegian organisation number, please enclose a Certificate of Registration from the authorities in the country where the enterprise is registered.

The obligation to supply information using Altinn only requires one form: RF-1199 "Information about contracts, contractors and employees". The portal of the Norwegian Tax Administration has functionality to keep track of reported contracts, contractors and employees, as well as functions for reporting new contracts, changing information of already reported contracts, reporting new employees and maintaining the periods an employee works on an assignment.
